Bihar Becomes First State to Auto-Update Land Maps After Sale Deed
In a pioneering move, Bihar has become the first state in India to implement an integrated system where land maps will be automatically updated after a property transaction. The new Unified Land Records Management Portal, developed by IIT Roorkee, was launched on Tuesday by Revenue and Land Reforms Minister Sanjay Saraogi at Survey Bhawan.
With this system, whenever land is bought or sold, not only will the mutation (Jamabandi) take place, but the revenue map will also be updated instantly, reducing chances of fraud or overlap in ownership.
All Land Services Under One Portal
According to Additional Chief Secretary Deepak Kumar Singh, the platform will host a range of digital services, including:
- Mutation (Dakhil-Kharij)
- Land tax (Lagaan) payment
- E-survey (e-Maapi)
- Land consolidation (Bhu-Sanvartan)
- Court case management
This service is currently being rolled out in 1,000 villages including areas in Sheikhpura district, and will be expanded to all 45,000 villages in the future.
Why It Matters
Currently, when a mutation happens, the buyer’s name is updated in records but the map remains unchanged, leading to disputes, especially when the same plot is sold to multiple people.
With real-time map updates:
- Ownership data becomes accurate and tamper-proof
- Duplicate or fraudulent land sales can be instantly flagged
- Buyers get greater legal assurance on the property’s physical boundaries
